A Laotian immigrant in Portland, Oregon has won the Powerball lottery and plans to share hundreds of millions of dollars with a friend. Forty-six-year-old Cheng Saephan says he and his wife, Duanpen, will keep half the winnings and give the rest to a close friend who helped him buy tickets. Saephan and his family are members of the Iu Mien ethnic group, which helped American forces during the Vietnam War. They are among tens of thousands of Iu Mien who have moved to the West Coast area, where they have built community structures, including temples, social organizations and businesses.

Laiza Chao, the friend who bought lottery tickets with Saephan, said she gave $100 of her own money to the pair, and that they agreed to split the winnings. The couple is not required to disclose the full amount of the jackpot, but they say they will use some of the money for their children’s education and medical treatment. The other portion will be invested in real estate and charity. In the past, Laiza has worked as a nurse and in the financial industry. She has a bachelor’s degree in accounting from California State University, Long Beach. She has been in the United States since 1987.
