In the case of Powerball, the winner can take a lump sum payment or receive the entire prize over 30 years. The estimated total for the recent Powerball jackpot was $1.3 billion dollars, and it would be paid out over four decades. The winner was a 46-year-old immigrant from Laos who lives in Portland, Oregon. He belongs to a small ethnic group known as the Iu Mien, who were part of a refugee rescue program following the Vietnam War.

The lottery game industry in Laos is largely controlled by business interests with connections to the communist government. Sources in the country tell RFA’s Lao Service that lottery officials are rigging the system, tampering with the drawings to avoid large pay-outs. They say the companies behind the lottery are based in the capital, Vientiane, and that the businesses have close links to the nation’s ruling elite. This has sparked complaints from some of the public, who complain that they cannot trust lottery results.
