At a news conference Monday, Cheng Saephan wore a sash that said “Iu Mien USA” and praised his wife for her help in getting him to the Oregon Lottery’s offices to claim the prize. Saephan, 46, plans to take half the prize money and give the rest to a friend, who chipped in $100 to buy a batch of tickets with him.
