Quebec City Mayor Jean Drapeau, who was trying to recoup some of the money spent on the World’s Fair and subway system, tried something different in 1967: he announced a “voluntary tax” for $2.00 whereby you would be eligible for a chance to win silver bars instead of cash. The Minister of Justice argued that this was a lottery, but the mayor responded that it did not contravene the national law. The monthly draws went ahead without a hitch.

In Australia, the lottery is operated by state-owned companies under a government licence. The Australian Lottery has three national games: the National Lottery, the Powerball and the Saturday Lotto. The company also runs two licensed re-sellers, Netlotto and Jumbo Interactive. In addition, the government is working on a system for regulating online games and lottery-style games. This system should be ready by the middle of this year.
