The man, identified by Oregon Lottery officials as Saephan Bouala, is an Iu Mien ethnic group member who emigrated from Laos to the United States in 1987. He and his wife, Duanpen, will take half of the prize money, while the other half goes to a friend from Portland.

It also introduced the first instant scratch-card games on the Internet.

In Canada, the national lottery is operated by the Interprovincial Lottery Corporation. This organization is made up of five regional lottery commissions owned by the provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery and Gaming Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories, and Nunavut), and British Columbia Lottery and Gaming Corporation (British Columbia). These organizations have collaborated to develop and market nationwide games such as the Canada Lotto 6/49, Lotto Max, and Daily Grand.
