For example, in New Zealand, which does not allow private lotteries, the Government Lottery (or Lotto) is controlled by an autonomous Crown entity, Lotto New Zealand. The lottery’s profits are distributed by the Lottery Grants Board directly to charities and community groups, including Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission.

The winnings from a lotto online can vary significantly depending on the country. In the US, for instance, winnings can range from a few dollars to millions of dollars. In addition to the top prize, many lotteries have secondary prizes and special awards, such as instant win scratch-off tickets. Some have exclusive games that are not available anywhere else.

Cheng Saephan, a 46-year-old immigrant from Laos who won a $1.3 billion Powerball jackpot in Oregon, received half of the winnings in a lump sum payment after taxes. The other half will go to his wife, Duanpen, and a friend who chipped in $100 to buy their tickets. At a news conference, he wore a sash that identifies him as an Iu Mien, a southeast Asian ethnic group whose members fled from Laos to Thailand and then the U.S. during the Vietnam War.

In the communist nation of Laos, lottery officials have been accused of rigging the system and manipulating winning numbers to avoid paying large pay-outs. Drawings of the national lottery, which take place three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and therefore unlikely to be chosen, sources in Vientiane told RFA’s Lao Service. Some of the companies responsible for running the lottery include family members of Lao national leaders, a Lao state official who spoke to RFA on condition of anonymity said. The state official also said that the public is not told how much these business interests pay to the government for the lottery concession.
