One Vientiane resident told RFA that he has noticed the heaviest balls fall into the hole more quickly than the lighter ones, and that this is a sign of manipulation. But Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the lottery, dismissed the allegation, saying the committee double checked the balls. He added that changes are being made to the way the lottery is run in response to questions about its legitimacy.
