(AP) — The 46-year-old immigrant who won a $1.3 billion Powerball jackpot prize in Oregon says he plans to split the money with a friend, and the win has changed his life for the better. Cheng Saephan spoke at a news conference in Portland, where he held up a large check with the words “Iu Mien USA” above his head. He is a member of the Iu Mien, a group of immigrants who fled from Laos to Thailand and then settled in the United States following the Vietnam War.

Laos’ national lottery is controlled by a small group of business interests with connections to the country’s ruling elite, according to a caller to RFA’s Lao Service. The caller said he was concerned that the government does not have complete control of the lottery. He added that many people who want to buy tickets have difficulty because of the rigging of the lottery system. Drawings of the national lottery have included numbers that vanish from purchased tickets or are deemed unlucky by buyers, such as number 509 on Oct. 14 this year.

The first Internet lottery was launched in 1995 by the International Lottery Foundation in Liechtenstein. It was called PLUS Lotto and processed the first online gaming transaction. In addition to offering Internet lottery games, the foundation supports charitable projects and organizations domestically and internationally.

Buying lottery tickets in Canada is legal, although there has been debate about the legality of a ‘voluntary tax’ on gambling winnings. The taxes were imposed in 1967 and were opposed by the Quebec City mayor at the time, who said they contravened provincial law. On September 14, 1968, a Quebec court ruled against the mayor’s claim.
