A Laotian immigrant who won a $1.3 billion Powerball jackpot is sharing his fortune with his family and helping other Iu Mien people. Forty-six-year-old Cheng Saephan was in Portland, Oregon for a news conference on Monday. He wore a sash at the event identifying himself as Iu Mien, an ethnic group that originated in southern China and fled to Thailand during the Vietnam war before migrating to the United States. He and his wife, Duanpen, will take half the prize, while a friend will receive the other half. The couple plans to retire and move to Laos, where they will open a restaurant serving traditional cuisine from their home state of Siam. The other half of the jackpot will be donated to charity. The Saephans’ win is the largest in history for a single person. The previous record was set by a man from Illinois who won $1.6 billion in 2012.
