Saephan is a member of the Iu Mien, an ethnic group that migrated from Laos to Thailand and then settled in the United States after the Vietnam War.

The winner credited the luck of the draw with his good fortune. He said he and his wife, Duanpen, will split the winnings, but that he will give half of his share to a friend who chipped in $100 to buy a batch of tickets with them. The pair will use the money to help their families. They live in a neighborhood with a large Iu Mien community, and they hope to open a business of their own and give back to the community. They are also considering donating some of the winnings to their church and social service programs. They plan to travel, support their grandchildren’s education and help family members who still live in Laos. In the future, they may purchase a second home. They have not yet decided where, though they will likely stay close to their current home in Milwaukie.
