The Oregon Powerball winner, Cheng Saephan, is an immigrant from Laos who won a lump sum payment of $422 million dollars after taxes. His victory has helped to raise awareness of the Iu Mien community in the Portland area, which includes a Buddhist temple, a Baptist church, social organizations and businesses.

A caller to RFA’s Lao Service questioned the legality of the state lottery enterprise because business interests involved include members of the ruling elite. The winner said that it would be better if the government resumed control of the national lottery, because private business interests cannot be trusted. He added that the national lottery should be 100 percent managed by the government to avoid exploitation of people.
