Cheng Saephan, 46, hoisted a giant check in the air after he won the big prize earlier this month at a Plaid Pantry convenience store in Portland. His victory has raised awareness of the Iu-Mien, who immigrated to the United States from Laos after the Vietnam War. He plans to donate a portion of his windfall to charities. He can’t keep his name secret, however, because Oregon law prohibits lottery winners from remaining anonymous.
In Canada, there have also been concerns about rigged lotteries. In 1968, Montreal Mayor Jean Drapeau, trying to raise money for the World’s Fair and a subway system, introduced a “voluntary tax.” For a $2.00 donation, a player would receive a silver bar and be eligible to participate in a lottery draw. The city later lost a court case challenging the legality of the tax.
