The winner of a huge Powerball jackpot in Oregon this month said he plans to split the prize with a friend. Forty-six-year-old Cheng Saephan of Portland spoke at a news conference Monday. He wore a bright blue sash with the words “Iu Mien USA” and held an oversized check above his head. The immigrant from Laos and a member of the Iu Mien ethnic group, which fled to Thailand and then to the United States after the Vietnam War, also wants to use his winnings to help others.

He says he and his wife, Duanpen, will take half the money, and that the other half will go to his friend, Laiza Chao. The couple lives in a community that is home to many Iu Mien immigrants. It has a Buddhist temple, a Baptist church, social organizations and businesses.

In Bulgaria, the national lottery is called TOTO and is managed by the state-owned Bulgarian Sports Totalizator company. Private lotteries exist in the country, but they are not legal. In the past, several patents were issued on lotteries, though they have since been revoked.

In Laos, the gambling industry is regulated by the Special Economic Zone Act and allows for casinos to operate in specific areas that have been leased from the government to boost foreign trade. However, other forms of gambling are prohibited. Moreover, the government has set a minimum wage of 1,700 baht per day for workers in the casino industry. However, there are still a large number of illegal casinos in the country. In some instances, these are run by organized crime syndicates or gangs. In other cases, the owners are simply unlicensed and do not pay taxes. This has led to a number of lawsuits between the alleged operators and the local government. Many of these lawsuits have been dismissed due to a lack of proof that the gambling operations are illegal. The government has also cracked down on online gambling sites in recent years.
