The number was chosen because it is associated with the buffalo, which is considered a symbol of good luck in Laos. The number later returned to its original form. In an attempt to crack down on the practice, a new government committee was formed. However, the minister who leads the committee said more investment would be needed to track those involved in these underground lotteries.
