He said the country needs to invest in a system to identify and trace lottery players. “If we can do this, the government will resume control of the national lottery,” he added.

The national lottery has been in the spotlight as a major source of corruption, with officials reportedly rigging the system and manipulating winning numbers to avoid large pay-outs. Sources in the communist nation tell RFA that drawing results frequently show numbers that vanish from purchased tickets or that are deemed unlucky and unlikely to be chosen. For instance, the winning number in the Oct. 14 drawing—509—appeared as 5 on tickets purchased throughout the day but as 9 in the drawing’s official results.

The state-run Vietlott lottery company has announced that two customers will share Thursday’s jackpot of VND314.1 billion ($12.4 million). Both the winner and runner-up bought tickets in Ho Chi Minh City, according to the corporation. The jackpot was the highest in the history of Vietnam’s state-run lottery.
