For example, on Oct. 14, the number 509 was shown on a radio broadcast as 134, but appeared only as 5 on tickets sold throughout the day of the drawing.

The problem is difficult to tackle, as the illegal lotteries usually take place online and are hard to monitor. The ministry said it needs investment to develop a system that can trace those involved. The ministry admitted that it had previously formed a committee to deal with the issue, but it has been unable to crack down on the practice. The ministry hopes to have a solution by next year, when a legislative proposal is expected to pass.
