Cheng Saephan, 46, wore a broad smile and a bright blue sash emblazoned with the word “Iu Mien USA” at a news conference Monday announcing he won a $282 million jackpot from Oregon’s Powerball lottery. He said he would take half the prize and give the other half to a friend who gave him $100 to buy lottery tickets. They were both from the Iu Mien ethnic group, a subsistence farming group that assisted American forces in the Vietnam War and fled to Thailand after the conflict.
