The majority of the country’s population has little access to the Internet or television, and therefore is unlikely to participate in a lottery.

In the late 17th century, French lotteries were established as both public lottery games for the city of Paris (called Loterie de L’Hôtel de Ville) and private ones for religious orders. During the 18th century, public lottery games were prohibited, but they reappeared in the 19th century. Today, France has four nationwide lotteries, including Lotto 6/49 and Lotto Max, which replaced Lotto Super 7 in September 2009. In Canada, lottery operations are regulated at the provincial and territorial levels. The Interprovincial Lottery Corporation oversees the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). The Canadian federal government has no role in the operation of the national lottery.
