Montreal mayor Jean Drapeau responded by announcing a “voluntary tax” that allowed players to pay $2.00 for a chance to win a prize ranging from silver bars to an entirely new subway system.

The lottery industry in the European Union is regulated at both national and regional levels. Several countries have their own national lotteries, while others use the European Lottery, operated by the Camelot Group. The European Lottery is the world’s largest, with a top prize of more than EUR2.4 billion. Other major lotteries include the Spanish Christmas Lottery, run by the state-owned Loterias y Apuestas del Estado. Its top prize is awarded to one winner, instead of being shared by multiple winners as in some other European lotteries.
