Each lottery is operated by a provincial or territorial government. The Atlantic Lottery is the oldest and the largest, with a total prize pool of over C$4 billion in 2010.

The legal status of lotteries in Laos is somewhat complex. While gambling is generally prohibited, there are Special Economic Zones where casinos can operate. These casinos accept players from Laos and offer a variety of casino games. The government has taken steps to impose taxes on these businesses. Private business interests with a stake in the national lottery are suspected of rigging the drawings, RFA’s Lao Service reported in October. These interests include family members of the country’s ruling elite. These businesses pay annual fees to the government to operate the lottery. Nonetheless, the results of the drawing cannot be trusted, our correspondent says. He adds that the government should resume control of the lottery because it is in the best interest of the public.
