Lottery games are a popular source of revenue for many states and countries. These games are usually operated by state-owned companies and are often regulated by law. They can be played through the Internet or at land-based locations. They are primarily funded by players’ contributions, but can also be generated through other sources, such as television commercials. Players must be at least 18 years old to play. Maryland encourages responsible play.

Lotteries were once illegal in Canada, but in 1967 the Liberal government introduced a special law to update a number of obsolete laws. This was known as the Omnibus Bill. The bill included an amendment permitting a lottery to be run in Canada.

Today Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are managed by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba).

The national lottery in communist Laos is rigged to avoid large pay-outs, according to a caller to RFA’s Lao Service. He says private business interests that manage the lottery are connected to Laos’ ruling elite. Drawings are frequently manipulated to make the winning numbers appear or disappear. A number that was supposed to be drawn on Oct. 14 this year showed up as 509 on purchased tickets, for example. “Hopefully the national lottery will be 100 percent managed by the government again, because private business interests can’t be trusted,” the caller said.

He added that lottery officials should be investigated for rigging the system. The lottery is the primary source of income for most people in the country and they want to be able to trust that the money they win will be there when they need it. Lao officials have not yet commented on the allegations. In addition to the government-run lottery, Laos has a number of privately run lotteries that sell scratch-off tickets. These are sometimes sold through phone-in services where the buyer must listen to a recording of a draw before buying a ticket. In some cases, the winnings are paid out in cash. Others are paid out as goods or services, such as medical assistance. Laos has no state-run casinos, but a number of offshore online casinos accept players from the country. The legal status of gambling in the country is complicated. It is legal in some Special Economic Zones, but not elsewhere in the country.
