In a recent example, the number 509 appeared only as a five on tickets sold throughout the day of a drawing on Oct. 14 this year, but it turned out to be the winning number in the drawing.

A winner of a $1.3 billion Powerball jackpot in Oregon earlier this month has raised awareness of the Iu Mien people, a group that was recruited by the US military during the Vietnam war to work as subsistence farmers and disrupt the North Vietnamese supply route. A news conference by Cheng Saephan, a 46-year-old immigrant from Laos who will split the money with a friend, was attended by hundreds of members of the community.

Gambling is illegal in Laos, but it is allowed in special economic zones leased out by the government to boost foreign trade. In addition, a handful of Lao-licensed online casinos accept gamblers from the country. These casinos offer the most popular games, such as roulette and blackjack. In other parts of the world, lottery-style games are legal, but the rules vary by jurisdiction.
