While most of the world’s lotteries are run by state governments, there are some that are independent or supervised by non-governmental organizations. The UK National Lottery is a good example. Its top prize is £250 million, and the second highest prize is £25 million. In addition, the National Lottery supports a number of charitable causes.
The winner of the $1.3 billion Powerball jackpot prize in Oregon, Lao immigrant Cheng Saephan, wore a sash at his news conference that identified him as a member of the Iu Mien ethnic group. The CIA recruited members of this group in Laos and in neighboring Thailand to engage in guerrilla warfare against North Vietnamese forces along the Ho Chi Minh Trail during the Vietnam War. After the conflict, many Iu Mien fled to Thailand and later to the United States. Saephan’s victory has brought increased attention to his people and their contributions to American culture.
