In the communist country of Laos, lottery officials are suspected of rigging the system by hiding lucky numbers that might result in large pay-outs, sources tell RFA’s Lao Service. For example, the number 09 appeared only as 5 on lottery tickets sold throughout the day of a drawing this month, then disappeared just before the drawing was held.
