Lotteries are games in which participants have a chance to win a prize by guessing the correct numbers drawn in a drawing. They can be run by state, local, or private entities, or even individuals. New Zealand has a national lottery, which operates as an autonomous Crown entity. Its profits are distributed by the Lottery Grants Board directly to a variety of community and sporting organizations. Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission are among them.

The earliest known lotteries date back to the 16th century, when they were first used as a means of raising funds for the Paris municipality. In the late 17th century, they became popular in France as a form of civic participation and entertainment. The French monarchy later banned lotteries, but they reemerged in the 18th century as a form of municipal and religious fundraising.

Lottery officials in the communist country of Laos are rigging the system by manipulating winning numbers in order to avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Drawings of the national lottery three times a week often display numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources say. For example, the number 509 appeared only as 5 on a purchased ticket on Oct. 14 this year, but was announced as the winner only a few minutes before the drawing, one source said.

Lottery play is legal in Canada, and the Interprovincial Lottery Corporation administers four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. The Canadian provinces and territories have their own lotteries as well. Among them are the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, and Nunavut). Other lotteries are operated by private companies, including the Maryland State Lottery. Players must be at least 18 years old to play the games.
