The International Lottery in Liechtenstein Foundation is a nonprofit organization that operates Internet lotteries. Its subsidiaries include PLUS Lotto and ILotto. The foundation’s goal is to raise funds for charitable purposes and encourage responsible play.

Laos has a national lottery that is rigged to avoid large payouts, sources in the communist country tell RFA. Drawings in the lottery, held three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, the winning number of the Oct. 14 lottery, 509, appeared only as a five on tickets sold throughout the day of the drawing. A source in the capital of Vientiane told RFA that many buyers sought to purchase tickets containing the lucky number 09, but the lottery office blocked access to this number.

The winner of the recent Powerball lottery in Oregon, Cheng Saephan, a 46-year-old immigrant from Laos, wore a sash at his news conference that identified him as an Iu Mien, a southeast Asian ethnic group whose members fled from Vietnam to Thailand and then to the United States after the war. He and his wife will split the prize of $1.3 billion, or $422 million after taxes. It’s the third-largest jackpot in lottery history.
