While the government is preparing to regulate the sector, it’s still not clear whether the country will have a fully regulated gambling environment in the future. As of now, most local bettors place their bets at international online bookies.

Laos has few casinos, but thousands of tourists flood them every year. In fact, the country is so popular with gamblers that it’s hard to find a good casino without a wait.

A source close to the state-run lottery told RFA’s Lao Service that private business interests with a stake in the lottery are not transparent. He added that the companies are controlled by people with connections to the ruling elite. This is one reason he hopes that the government will take control of the lottery, because it should be 100 percent managed by the government. The same source also said that it is unclear how much the companies pay to the government for their annual concession to operate the lottery.
