Lottery officials in the communist country of Laos are rigging the system to avoid paying out large jackpots, RFA’s Lao Service has learned. Often, numbers on purchased tickets disappear or change before the drawing occurs. In one example on Oct. 14, the number 509 appeared only as a five on tickets sold throughout the day of the drawing before it changed to 134 just 10 minutes before the scheduled drawing began, a source told RFA. Private business interests that manage the lottery pay a concession fee to the government and are not subject to public scrutiny, the source said.
