In New Zealand, the Government controls the national lottery through an autonomous Crown entity, Lotto New Zealand. Profits are distributed by the Lottery Grants Board to sport and recreation, creative, and community organisations. Lottery profits also contribute to education.

Laos has no laws regulating gambling, but the government is moving to establish special economic zones for the sector.
