For example, on Oct. 14 this year, the winning number 509 appeared as 5 on only a few of the tickets sold nationwide. In another incident, the winning number 134 was announced by radio as the winner for that day’s drawing, but just 10 minutes later the number was changed to 662. This is not the first time such complaints have been made in the country. The government has been reluctant to take steps to control the lottery industry, which has flourished in recent years. This has fueled speculation that it is trying to conceal corruption in the industry in order to protect the ruling party’s interests. While the government is now showing signs of willingness to regulate the lottery sector, it could be a long road until a fully regulated gambling environment emerges in Laos.
