These are operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, Nunavut), and Manitoba Liquor Control Board.

The number, 509, was widely believed to be lucky in Laos because it is associated with the buffalo, a symbol of wealth. Those who bought the ticket were therefore disappointed when the number was changed to another number just 10 minutes before the draw.
