The number 67, for example, has been a winner four times in the last four months, raising suspicions of corruption among players.

Some players have also questioned the weight of lottery balls used in the drawings. One Vientiane resident told RFA that he has seen the heaviest balls fall into the hole more quickly than lighter ones. But Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the lottery, dismissed such allegations. He said the number of drawing times could be reduced in the future but that it would not prevent rigging.

In Canada, lotteries are regulated by provincial and territorial laws. The provinces and territories are allowed to offer different types of games, but all must be supervised by the Interprovincial Lottery Corporation (the consortium of the five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Quebecor Inc. (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories, and Nunavut). Each province also offers its own local lottery game. The federal government imposes some regulations, such as those relating to the integrity of the lottery and its operations. Other regulations, such as those governing instant lottery games and keno, are set at the local level.
