In this talk, Dr. Charles (Chip) Zuckerman will trace the political, economic and moral history of Lao lotteries since 1975, and explore what playing them, choosing numbers and winning meant for citizens on the ground in Luang Prabang in 2013-2016. He will also shed light on the way the government rationalized this state enterprise as an economic activity that is coherent with socialist goals.
