A Lao lottery salesman, who spoke on condition of anonymity, told RFA’s Lao Service that the Thai company that runs the lottery knows which numbers people choose and can manipulate the system.

Moreover, Lao lottery officials are said to be close to the ruling elite, including former prime minister Thongsing and Khamtay Siphandone. The official added that the government should resume control of the national lottery because private business interests cannot be trusted to conduct fair drawings.

Another issue is the presence of foreign companies that are licensed to sell tickets. In the past, a large portion of the national lottery revenue went to foreign companies, including the British Camelot Group which operates EuroMillions, the largest European lottery. In recent years, Camelot has begun to reduce its involvement in the EuroMillions lottery and has sold its stake in the company to the Spanish firm, GTech Corporation.

Despite these concerns, the lottery industry continues to grow worldwide, with more than 70 percent of all sales coming from on-line transactions, according to GTech. The popularity of online gaming has increased along with the growing sophistication of software programs and Internet access. In addition, gambling laws have become less strict in some countries, allowing for the development of new types of online lottery-style games. In fact, the online game market is expected to continue to grow rapidly in the coming years. There are more than 2,000 Internet lottery operators in operation today, offering games from virtually every country in the world. Most of these websites charge a premium on the base price of a lottery ticket. This has caused a lot of controversy in some jurisdictions, where the legality of these sites is under question.
