Buying Lottery Tickets Online in Countries Where Gambling is Legal

Buying lottery tickets online is common, especially in countries where gambling is legal. The number of online lotteries is increasing as the popularity of the Internet increases worldwide. GTech Corporation is the world’s leading provider of online and instant lotteries, accounting for 70 percent of global market share, according to the company’s website. Although the Lao government recently banned the sale of state-owned lottery tickets, private businesses continue to sell them at a high price. Lao deputy finance minister and state lottery supervisor Sila Viengkeo told RFA’s Lao Service on Aug. 17 that allegations of corruption in the lottery system are unfounded, but he did not give a specific date for when the new directive would be enforced.

In the communist country of Laos, lottery officials are rigging the system to avoid large pay-outs, according to sources in the capital city Vientiane. Drawings frequently show numbers that have vanished from purchased tickets or are deemed unlucky, the sources say. For example, the number 509 appeared only as a 5 on tickets sold throughout Oct. 14 for the national lottery, despite the fact that a lot of people wanted to buy tickets with the number 09, an RFA source in Vientiane said. The winning number was changed only 10 minutes before the drawing, the source added.

While gambling is illegal in most of Laos, there are special economic zones throughout the country that allow for the sale and consumption of gambling-style games. In addition, many offshore online casinos accept players from Laos without fear of breaking any laws.

The lottery was introduced in France by King Francis I in the 16th century, and was originally a public lottery for Paris municipal residents (called Loterie de L’Hotel de Ville). It reappeared at the end of the 17th century as both a public lottery for the city of Paris, and private lotteries for religious orders, most often nuns living in convents.

Today’s lotteries are operated by provincial and territorial governments, as well as by private companies that license their games. Canada currently has four nationwide lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, British Columbia, Yukon, Northwest Territories, and Nunavut). Each of these lotteries is run independently, but they are regulated by the same federal law. The winnings from each are distributed to the provincial/territorial governments, which then use them for education, health, and other projects. In addition, the Canadian Government provides a central prize fund for the provinces/territories to use as they see fit.
