Lotteries are games of chance where players have a chance to win a prize based on the numbers drawn in a draw. They are a form of gambling and may be illegal in some countries. Laos state officials are rigging the national lottery to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings for the national lottery, held three times a week, often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, on Oct. 14 this year, the number 509, associated in Lao culture with buffaloes, appeared only as a five on the tickets sold throughout the day of the drawing, despite heavy demand for the lucky number, a source told RFA.

In some cases, lottery officials halt access to the Internet when they see that a particular number has been popular among buyers. For example, the website for Lotto hanoi was blocked for several hours before the Nov. 18 drawing after the number 609 was widely sought, the source said.

For some poor Vietnamese people selling lottery tickets is their only source of income. The social security system in Vietnam isn’t yet able to handle the amount of less fortunate citizens, and these people have no choice but to choose this work over the socially detested act of begging. On a good day, lottery sellers can make up to 230 000 VN-Dong (US-Dollars) per day, just enough to survive. The average seller works eight hours a day, selling in the streets of Saigon. The number of these lottery sellers varies from month to month as the city grows. Some of them are single mothers and work to support their families and children. On average, these sellers can sell about 200 tickets a day.
