Lottery officials in the communist nation of Laos are rigging the system, causing numbers to disappear from purchased tickets or be deemed unlucky, according to sources who have called RFA’s Lao Service. The national lottery, run by private business interests who pay the government an annual concession fee, should be reverted to state control, one caller said. Currently, the winning numbers in a drawing often change after the fact, with one example occurring on Oct. 14 this year when the number 09 appeared only as 5 on tickets sold throughout the day of the drawing, the source added.

Lao deputy finance minister and state lottery supervisor Sila Viengkeo told RFA that the prime minister’s office issued a directive on Aug. 17 asking the Ministry of Finance to improve its oversight of the state lottery.
