For example, the number 9 appeared only as a 5 on purchased tickets for an Oct. 14 drawing, despite a high demand for the number because it is associated in Laos with buffalo and symbolizes good fortune. Those responsible for the national lottery include private business interests that are tied to members of the country’s ruling elite, one source said. He spoke on condition of anonymity.
