Hanoi Lotto has become an integral part of Vietnamese culture and generates millions in annual revenue that is used for supporting social causes and infrastructure development projects, creating jobs for lottery retailers and operators, while creating millions of new lottery sales points throughout Vietnam. At one time, the government only permitted a few companies to sell lottery tickets. These new forms of lotteries share many characteristics with its Western counterparts but tend to be much faster and simpler to play.

Popularity of the lottery game has brought in many newcomers, including children. Some children from rural villages are recruited and then forced into filthy boarding houses to sell tickets for local lottery companies; other turn to ticket selling as a source of livelihood; local social workers have attempted to assist these children; yet some continue to face daily struggles to stay alive.

Young lottery sellers are able to make an honest living thanks to a sophisticated sales agent network created by lottery companies themselves. Wholesale distributors coordinate one layer of sellers who earn 13% commission and in turn sell tickets directly to consumers – some selling on streets while others operate kiosks within cities and villages.

Vietnam remains an avid player of lottery, which has long been part of national culture for centuries. Revolutionary founder Ho Chi Minh even relied on lottery ticket sales during war years to raise money for schools and hospitals. Now casinos and horse betting operations are opening to locals to increase economic growth; successful operators must find ways to connect with them by offering attractive prizes, variety games and easy betting platforms as well as customer service that meets or surpasses expectations in order to be successful.
