Gtech Corporation, headquartered in West Greenwich, Rhode Island, administers 70% of the worldwide online and instant lottery business, according to its website.
The company’s lottery software is used by the Oregon Lottery, and its online gambling software has been licensed to a few other states. The company also has an international presence, with products sold in the United Kingdom, Australia, and other countries. Despite its popularity, the online lottery industry faces several regulatory challenges. Regulatory agencies are concerned that the proliferation of Internet-based lotteries could lead to a decrease in ticket sales and revenue for traditional state lotteries.
Until 1967, buying a lottery ticket in Canada was illegal. In that year, the Liberal government introduced a special law (the Omnibus Bill) to bring up-to-date a number of obsolete laws. This amendment allowed provincial governments to authorize and regulate a lottery system.
In 1969, Montreal mayor Jean Drapeau attempted to recoup some of the costs of the World’s Fair and the new subway system by launching a “voluntary tax.” Players would buy a $2.00 “tax” for the right to participate in a drawing where the prizes were silver bars rather than money. The federal government challenged this “tax” on the grounds that it was a lottery, but a Quebec appeal court ruled in favor of Drapeau’s argument.
Cheng Saephan, who won the Powerball lottery in early April, said he will share half of his winnings with his wife, Duanpen, and another friend who chipped in $100 to buy a batch of tickets, Laiza Chao. The couple will be receiving a lump sum payment, or $422 million after taxes. The winner cannot remain anonymous because of state law. The prize must be claimed within a year of the drawing.
