Laos lottery officials are rigging the system and manipulating winning numbers in order to avoid paying large pay-outs, sources in the communist country say. Drawings in the national lottery, which takes place three times a week, often show numbers that disappear from purchased tickets or are deemed unlucky, according to a source who spoke to RFA’s Lao Service on condition of anonymity. The number 57, for example, appeared only as 5 on tickets sold throughout the day of Oct. 14 this year, after a huge number of people wanted to buy tickets with that number, the source said.
Another reason for suspicions about the integrity of the national lottery is the fact that businesses with a stake in the lottery’s operations include members of the ruling elite, the source says. He added that the companies also have no transparency about how much they pay in annual fees for the concession to operate the lottery.
A Finance Ministry official serving on the committee that oversees the lottery told RFA that changes have been made to respond to earlier questions about the legitimacy of the lottery. He said the lottery is now held only once a week, and that other changes may be in store to help restore faith in the game. The official, Vilasack Phommaluck, also dismissed allegations that the lottery is rigged. He said the committee has double checked the lottery balls to make sure they are fair.
