Private business interests with close ties to the ruling elite run the national lottery in Laos, which has become notorious for its rigging and lack of transparency, a source in the country told RFA’s Lao service. Drawings often show numbers that vanish from purchased tickets and are deemed unlucky to be chosen, the source added. The rigging is meant to limit large pay-outs, the source said.
