The number is associated with felines in Lao culture and is played by thousands of players in the thrice-weekly national lottery. In the past, the numbers 367, 267 and 567 have also appeared in winning numbers, further raising suspicions.
In addition to the possibility of manipulation, questions have been raised about the weight of lottery balls. A Vientiane resident who follows the lottery said he has noticed that some of the lottery balls weigh more than others, and the heaviest ball will fall into the hole in the lottery machine at a lower rate than the lighter ones. He added that he has heard a Finance Ministry official named Vilasack Phommaluck tell reporters that the lottery committee has double checked the lottery balls and that they are not being manipulated.
However, he also acknowledged that there are concerns about how much money the winner of the Oregon Powerball jackpot will have to pay in taxes. Oregon law, with few exceptions, prohibits lottery winners from maintaining anonymity.
