Lotteries are not permitted in Laos but are allowed in Special Economic Zones leased by the government to boost foreign trade. Nevertheless, most gamblers purchase lottery tickets on the black market. In some cases, these tickets are fakes. The government is working to crack down on illegal lottery sales.

The winner of the Powerball jackpot in Oregon, 46-year-old Cheng Saephan, is part of a community called Iu Mien (also known as Khmer Chinese). This is an ethnic group that fled from Laos to Thailand and then settled in the United States after the Vietnam War. Hundreds of members of this community have settled in the Portland area, where they have built a Buddhist temple, Baptist church, social organizations, and businesses. Their big win — a lump sum payment of $422 million after taxes — has changed their lives. It has also raised awareness about the Iu Mien, who live mainly in the West Coast states. Despite their success, some of them struggle with poverty and have difficulty finding work in the United States. This is due to a variety of factors, including discrimination and lack of English-language skills. Some also face health problems, such as cancer and tuberculosis. A recent study found that the Iu Mien are less likely to be employed and have higher rates of unemployment than other groups. This is especially true for women.
