Laos’ communist-run national lottery is rigged, with officials manipulating results to avoid large payouts and to prevent public anger, sources in the Southeast Asian nation say. They also allege that the government is blocking access to the lottery’s website to prevent people from seeing the results of the draws.

A caller to RFA’s Lao service, speaking on condition of anonymity, alleged that lottery operators are paying family members of ruling elite leaders in exchange for their services. “This is very bad for the country and should be stopped,” the caller said. “The government should resume control of the lottery.”

Some countries have their own national lotteries, while others use an interprovincial system. Canada, for example, has four nationwide lotteries: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lotteries owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Newfoundland and Labrador, Nova Scotia), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta and Yukon).

In Liechtenstein, the official national lottery is regulated and organized by the International Lottery Foundation (ILLF). The ILLF pioneered Internet gambling, processing the first online lottery transaction in 1995. In addition to offering lottery games, the ILLF supports charitable projects and organizations domestically and internationally. The organization is a member of the World Lottery Association, a group of lottery operators that aims to promote integrity in the industry and protect consumer interests. Its members share a common set of rules and principles for operating fair and ethical lotteries. They are also committed to the protection of children and are bound by a code of conduct that requires member lotteries to be licensed and supervised. They are also required to be members of the Governing Board of the International Lottery Federation and participate in its activities. The Governing Board must approve any changes to the lottery’s regulations.
