Lottery officials in the communist country of Laos are suspected of rigging the system in order to avoid large pay-outs, sources tell RFA’s Lao Service. In particular, the number 09 appears to disappear from purchased tickets during drawings, and other numbers are deemed unlucky or unlikely to be drawn.
