Cheng Saephan, a 46-year-old immigrant from Laos who works as an accountant in Oregon, became a billionaire this month after winning the Powerball lottery. His $1.3 billion jackpot, which he will split with a friend, was the second largest in US history. The winning ticket was sold at a Plaid Pantry convenience store in Portland. The winning number was a single white ball, a combination that has not been seen in a Powerball drawing since 2012. The winner must now go through a security and vetting process to claim the prize. Under Oregon law, winners can’t remain anonymous, and they have a year to claim the top prize. The jackpot had been stuck at less than half a billion dollars for three months before the winning ticket was sold.
