Lotteries are games in which players have a chance to win a prize based on the drawing of numbers. They are operated by governments and private organizations. In Canada, lotteries are operated by provincial and territorial governments, including the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and Quebec Loto-Quebec (Quebec). In addition to these official agencies, there are also a number of licensed re-sellers in each jurisdiction.

A lot of people who play the lottery want to know if they won, but winning the lottery isn’t always as simple as it sounds. Some winners are disqualified from receiving their prize if they don’t provide the correct personal information on their ticket. Others are required to pay tax before they can collect their prize. And some are even required to report their winnings to the federal or provincial governments.

The Oregon Lottery announced that a single ticket won a $1.3 billion jackpot, but the winner is likely to receive less after taxes are taken out. In Oregon, winnings are paid over 30 years, or the winner can opt to take a lump sum that is substantially lower.

Laos has a state-run lottery, known as the “government lotteries.” But many citizens are concerned that lottery officials are rigging the system. They point to the example of a winning number on Oct. 14 this year: 509. It vanished from purchased tickets before the drawing, and was replaced with a “5” only an hour before the drawing, a source told RFA’s Lao Service.

The government does not disclose how much it pays the private business interests that manage the lottery, nor do they explain why the winning numbers are selected, but a caller to RFA’s Lao service said the businesses involved have links to the country’s ruling elite.
