Lotteries are a popular form of entertainment and gambling in many countries around the world. Despite their popularity, they are not without controversy, as governments struggle to regulate and control them. This is particularly true in the United States, where laws and regulations are constantly changing. Lottery-style games are also becoming increasingly common online, where they face less regulation than traditional casinos. This has led to the rise of private lottery distributors, which charge premiums on base lottery prices. This makes the legality of these activities a hotly debated issue.

The first lottery in the US was organized by Benjamin Franklin in 1729, but it did not become a nationwide lottery until 1849, when Massachusetts passed a law legalizing the game. Since then, several states have passed their own legislation regulating the operation of lotteries. Some states have even banned them altogether, while others limit their size and number of games. The state of Oregon, for example, has a relatively liberal lottery system and is one of the only states that allows multiple winners to share a prize.

One of the biggest winners in the Oregon lottery was an immigrant from Laos who is undergoing cancer treatment and will split hundreds of millions of dollars with a friend. Cheng Saephan, a forty-six-year-old from Portland, said at a news conference that he would take half of the winnings and give the other to his friend. Both are members of the Iu Mien ethnic group, which fled their homeland in Vietnam to avoid retaliation for supporting American forces during the war.

The global lottery market is expanding rapidly, with more and more players participating online. As the industry grows, there are a growing number of new technologies that can be used to improve the quality and efficiency of lottery systems. These technologies include new ways to draw numbers, a variety of digital payment methods, and social media integration. These innovations will help lottery operators increase their revenue streams and expand into new markets.

This talk will explore the political, economic, and moral history of lotteries in this communist country, with a particular focus on what they mean for people on the ground. Charles (Chip) Zuckerman is a linguistic anthropologist who studies the nuances of language and culture in Laos. His doctoral research focused on the moral dimensions of gambling in Luang Prabang, and he is currently transforming that work into a book. This talk will be based on his ethnographic fieldwork in Luang Prabang from 2013 to 2016.
