A Portland, Oregon, immigrant named Cheng Saephan won $1.3 billion in the Powerball drawing in April. He shared the prize with his wife, Duanpen, and a friend from Laos, Laiza Chao. Chao chipped in $100 to buy the winning tickets at a Plaid Pantry convenience store in Milwaukie, Oregon. She told RFA’s Lao Service she plans to spend some of the money on a home and a car.
